Duties

Summary

This position is located within APHIS Plant Protection and Quarantine (PPQ). You will be tasked to coordinate national pest programs, coordinate plant health emergencies, manage pest surveys and detections, and/or develop regulatory strategies for pest incursions.Learn more about this agency

Responsibilities

  • The duties may include, but are not limited to:
  • Serves as the primary lead for a pest portfolio, emerging pest, or new pest introduction
  • Is responsible for day-to-day program management, including performance management, tracking deadlines and issues, and records management for assigned portfolio
  • Participates in the operational planning, development, implementation, management and evaluation of long term projects for those pests that are not mitigated
  • Leads or serves on teams of plant health and quarantine experts of study, evaluates, assesses and/or responds to new, emerging, and established plant health risks
  • Identifies, evaluates, and performs analysis of the issues; develops options and recommendations supported by in-depth, accurate and appropriate technical data; communicates findings
  • Conducts national program reviews and monitors feedback to ensure overall program effectiveness
  • Is responsible for developing guidance for scientific-based regulatory policies, protocols, operational plans, budgets, strategic plans, action plans, regulations, guidelines and Federal Orders
  • Discusses technical issues, renders expert advice, resolves problems, coordinates projects and activities, conducts sensitive negotiations, and convinces high-level agency and industry officials
  • Prepares written administrative documents and presentations, including pest survey reports, situational reports, operational plans, briefing papers, decision memorandum, information memos, and/or position papers
  • Leads national budget development, manages financial accounts; plays a key role in determining allocation of funds for programs being led
  • Represents the Agency on matters related to domestic quarantine pest detections, fosters partnerships and interactions with associated Federal, and State agencies, as well as key support and stakeholder groups
