Summary

United States Department of Agriculture, Agricultural Marketing Service, Dairy Program, Federal Milk Market Administrator falls under the Excepted Service.
This position will be filled in the 5103 Audit Manager series.

Duties

As the Audit Manager in this position, you will:

  • Plan and accomplish the work of the audit unit through the supervision of the audit unit employees.
  • Oversee the scheduling and planning of audits and investigate unusual or highly complex audits.
  • Resolves complex auditing issues, by identifying issues that require management action.
  • Reviews the work of subordinate auditors and is responsible for the performance and results of the audit unit.
  • Effectively manages the resources of the audit unit employees through scheduling of work assignments.
  • Coordinates training and career development of the audit unit.
  • Reviews proposals, decisions and other industry requests and reports to management on the impact to the audit program.
  • Assists in implementing policy and directives prescribed by management leaders.
  • Reviews field audits to ensure compliance with government auditing regulations and with Market Administrator policies and procedures with adequate knowledge of order provisions and audit procedures.
  • Familiarity with State and/or Federal regulations governing the accounting of production, pricing and delivery of commodities or goods.
  • Ability to analyze the relationship between changes in State and/or Federal provisions and changes in audit procedures and their effect on regulated stakeholders.
  • Experience in an equivalent accounting, audit, or finance position at a dairy plant or other commodity operation and is familiar with all of the regulatory and reporting requirements associated with preparation of receipt and utilization reports and payrolls associated with the manufacturing of commodities or goods.
  • Interacts with industry representatives, the public, the audit unit, and other staff using multiple media communications to answer questions.
  • Communicates and works with industry stakeholder teams to determine solutions or recommendations in response to issues resulting from an audit.
  • Prepares well written reports for both internal and external stakeholders as well as published for the general public using word processing software.
  • Prepare written presentations for the industry stakeholders to share data, findings, and recommendations.

NOTE: This position falls under pay bands MA 18-22. Selectee’s pay will be set between the MA 18-22 pay bands based on years of education and/or experience.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

Basic Requirement:
Applicants must have a bachelors degree in accounting, finance, mathematics, dairy or food science, or agricultural economics with at least 9 semester hours in accounting.

OR

Applicants must have a bachelors degree in any field with at least 15 semester hours in accounting. Semester hours in investigative or research course may be substituted for accounting. Example of these courses include analysis, fraud, or forensic courses dealing with business, or finance, etc.

OR
Applicant must have a combination of education and experience. Applicant that has some college and have the appropriate semester or quarter hours described above or a degree in accounting, finance, math, dairy or food science, or agricultural economics they need 9 semester hours in accounting; if any other bachelor’s degree they need 15 semester hours in accounting courses. When combined with education, this would equal a 4-year course of study. The experience must equip you with the necessary skills and knowledge to perform at the grade level to which appointed.

Professional Experience Qualification Requirements: In addition to the above-stated basic requirement, in order to qualify at the MA-18 grade level and above, applicants must have the required professional experience as follows:
(1) Providing systematic examination and appraisal of production, sales, inventory, and financial records to determine the accuracy of reported data;
(2) Assisting with the preparation of work papers and related documentation to support audit findings and conclusions;
(3) Utilizing financial reporting systems and accounting procedures to conduct on-site audits; AND
(4) Documenting audit findings and recommendations for usage in final audit report.
There is no substitution of education for experience beyond the MA-17 grade level.

AND
Selective Placement Factor: This position requires one year of supervisory experience. 1) reporting performance results of an audit unit to leadership; 2) planning, scheduling, execution and evaluation of the assignments of employees and 3) coordinating the training and career development of employees.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer or unpaid experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
